MINUTES OF COUNCIL MEETING HELD 15th December 2010

 

Present

Apologies

Apologies for absence were received from Mr F Hemmings, Mrs Hilary Spragg,

Mr Dewi Evans, and Miss J Win Jones.

 

  1. 87.ESTIMATES OF EXPENDITURE FOR THE FINANCIAL YEAR 2010 – 2011. 

The Clerk pointed out that the tax base for the Council this coming year had increased a little to 1657.

The Clerk provided information sheets (addendum 1 and 2) on expenditure for last year, this year and with estimates for next financial year.  These were discussed with the Clerk explaining the various items included.  

After considering matters the Council agreed to accept the estimates as put forward.

This would make a net total estimated expenditure amount of £85,884.00 for the financial year 2010/2011.

 

  1. 88.PRECEPT. 

Following the decision made for the Councils expenditure for the coming financial year including the need to provide keep some funds for future renovations to the Parish Hall it was decided to precept an amount of £88, 650.00 for the coming financial year.  

This would maintain a £53.50 Community Charge for band D properties and thus no increase for next year.

 

  1. 89.BRITAIN IN BLOOM. 

The Clerk reported receipt of a letter from  the Parks, Countryside and Rights of Way Officer, Wrexham CBC with regard to next years Britain in Bloom competition with Wrexham being placed in the “City” Class and Chirk in the Urban Town category. In relation to the former City class Chirk with two other community areas, namely Llangollen Rural (Froncysylle/Trevor/Garth) and Cefn Mawr are included in the County Boroughs entry. The Council is invited to appoint a representative to attend meetings of a Steering Group to discuss detail etc.

 

 

 

BRITAIN IN BLOOM (cont).

Cllr Allen said that Chirk would be entering the competitions but would also be part of the Wrexham CBC City Class competition though it would appear that no funding is available from the County Borough.

The Council noted the very good success the Chirk Community Forum had had in recent competitions and were pleased that Chirk would be taking part again in next years competitions wishing the members every success in their worthy efforts that are a credit to them and to the community.  

The Council agreed to appoint a representative to attend meetings with Wrexham CBC and Mrs Allen accepted the appointment.

 

  1. 90.PLANNING MATTERS. 

The following plans were received from the Chief Planning Officer under the consultation procedures and were dealt with as follows: -

 

P/2010/1011 On Street Parking Lay-by – Land in front of 79/80 Longfield, Chirk.

No objection.

 

P/2010/1002 Change of Use and Extension to former Chapel – Former Black Park Methodist Chapel, Black Park, Chirk.

No objection.

 

  1. 91.ACCOUNTS. 

Payments.

A list of invoices and payments amounting to £9,302.52 were given to the Council and were passed for payment. (see addendum).
