MINUTES OF COUNCIL MEETING HELD 17th January 2007

98. ESTIMATES OF EXPENDITURE.

The Clerk pointed out that the tax base for the Council this coming year had been increased to 1646.

The Clerk provided information sheets (addendum 1 and 2) on expenditure for last year, this year and with estimates for next financial year.  These were discussed with the Clerk explaining the various items included. 

After considering matters the Council agreed to accept the estimates as included by the Clerk.

This would make a nett total estimated expenditure amount of £73507.00 for the financial year 2007/08.

99. PRECEPT.

Following the decision made for the Councils expenditure for the coming financial year including the need to provide funds for future renovations to the Parish Hall it was decided to precept an amount of £80,654.00 for the coming financial year.  This would represent a possible £49.00 Community Charge for band D properties as for the last financial year.

100.  PLANNING MATTERS

1.      The following applications for planning consent received from the Chief Planning Officer, Wrexham County Borough Council Planning Authority under the consultation procedures and dealt with as follows: -

P/2006/1442 Single storey side extension – Ashover, Holyhead Road, Chirk.

No objection.

P/2006/1452 Formation of new vehicular access – 9 Bronywaun, Chirk.

No objection.

P/2006/1493 Replacement of internal foyer doors with glass doors – Parish Hall, Holyhead Road, Chirk.

This is the Council’s application.

P/2006/1506 Off-street parking – Outside Nos 25 – 33 Coronation Drive, Chirk.

No objection.

100 Planning matters (cont).

P/2007/0006 Demolition of existing bungalow and coach maintenance building and erection  

of 13 No dwellings and construction of new vehicular and pedestrian access  -

Land adjacent to Beverley, Chirk Green, Lloyds Lane, Chirk.

      The Council has concerns on the following matters that concern the development and also    

      the community: -

  1. Foul sewerage

The Council is aware that problems occur at times with the overloading and surcharging of the public sewerage system.  There is need therefore for the Planning Authority to be assured that there is sufficient capacity in the public sewerage system to accommodate additional loading from the proposed residential development.

2.      Surface Water

The Council notes that it is proposed to direct surface water from the development to either soakaways or to a ditch that runs along the western boundary of the development site.

The Council believe that the ditch referred to discharges within a short distance into a surface water sewer that runs through the Ceiriog Junior School site where there are problems.  There is need therefore for the Planning Authority to be assured that the ditch and surface water sewer are able to accommodate the surface water from the site without problems.  Also, that the ground conditions of the development site are able to deal effectively with the surface water.  Consideration should be given to discharging the surface water to surface water sewer.

3.      Vehicular and pedestrian access

The Council note the proposals for the new access but there is doubt that this can be achieved without reducing the width of Lloyds Lane along its length.  It has been noted that the owner of the adjoining property has recently erected a new fence along his boundary to Lloyds Lane and there is therefore some concern as to whether the land to make the visibility splay and pavements is available to the applicant. 

The Council recommends that the Planning Authority be assured that the development can take place as proposed and without reduction in the width of Lloyds Lane.

4.      Site Boundaries

The Council note that a new fence is to be erected inside the existing North, West and South boundaries of the site.  This appears to leave a strip around that part of the site as “no man’s land as does the triangular plot on the western boundary. 

The Council recommends that the Planning Authority be assured that there is an owner for these areas for control and maintenance.

5.      Public Open Space

The Council note that no public open space is designated in the proposals nor any mention of play facility.  The Council therefore queries whether these amenities need to be provided.

      The Council asks that their comments and observations made in respect of this application be reported in full 

      to the Planning Committee. Also that the Planning Authority obtain assurances regarding the points made

      about the proposals and are also reported to the Committee.

P/2006/1480 Mound Extension – Rear of former Berwyn Garage, Holyhead Road, Chirk - Kronospan  

Ltd.  (Cllr Michael Williams declared an interest and left the meeting).

   The Council recommends that the mound and the area to Holyhead Road should be grassed   

   all over and seeded as soon as possible.  The Council considers that no other landscaping is  

   needed.

  The Council points out that Kronospan are allowing log yard timber to be stacked above the  

  height of the mound and recommends that the Planning Authority take appropriate action to

 stop this practise.
