MINUTES OF THE ORDINARY COUNCIL MEETING HELD 23rd February 2011

Present

Apologies for absence were received from Mr D Evans, Mr D Richards, Mrs C Gough, Mr B Evans, Mrs J Allen, Mr N James and Mr T Evans.

 

101. MINUTES.

The minutes of the Council Meetings held the 26th January and the 9th February were confirmed as a correct record.

 

  1. 102.MATTERS ARISING. 

 87/79 Black Park Colliery Monument.

The Clerk informed the Council that the monument was being installed and the work would be completed soon.

 

  1. 103.NEIGHBOURHOOD POLICING. 

PCSOs Dean Sawyer and Sian Atkinson were welcomed to the meeting and the following crime statistics were reported as follows: -

A total of 6 crimes, namely: - Burglaries – 4; Criminal Damage – 1; Theft Motor vehicle – 1; Theft – 1.  There were also four incidents of Anti-social behaviour.

PCSO Sawyer informed the Council that he was planning an operation with the enforcement officers, Wrexham CBC Environment Department to tackle dog fouling in the area.  He also said that he would speak with PC Cullen Chirk’s CBM on how to deal with the HGV parking problems at Rhosywaun.

With regard to the recent two accidents that happened on the “Trap” hill PCSO Sawyer said that the road surface had proved to be slippery and that he was asking for the road to be resurfaced – in the meanwhile a warning notice to motorists is to be put up.

PCSO Sawyer and colleagues were thanked by the Council for attending to the parking problems at Pentre.

 

  1. 104.CASUAL VACANCIES. 

The Clerk reported receipt of letter from the Returning Officer, Wrexham CBC informing the Council that no nominations had been received to fill the vacancies and that the Council must now arrange to fill the vacancies by

co-option.  The Council agreed top advertise the vacancies and ask for eligible interested persons to put their names forward for co-option.

 

  1. 105.REPORT – FOOTWAY LIGHTS COMMITTEE. 

A copy of the report was handed to the members and after consideration it was agreed to accept the report and the recommendations made by the Committee.

 

  1. 106.REPORTS – COUNCIL REPRESENTATIVES. 

Wrexham Museum.

The Clerk reported that he and Cllr Mrs Jackie Allen attended the opening of the refurbished museum at Wrexham but were somewhat disappointed that very little of the heritage of Chirk was on display.

 

  1. 107.REPORT – WREXHAM CBC MEMBERS. 

Cllr Ian Roberts confirmed that planning permission had now been given for the erection of the “Dragon” at Chirk Park.

Cllr Roberts said he was pleased that Church Street was to have new surfacing and a new crossing installed in the coming financial year.

Cllr Roberts also mentioned that the new garden area at Craig Close was looking good; fencing at Black Park was being erected and that there was to be a review regarding yellow lines at Rhosywaun; that the potholes on Chirk Car Park are to receive attention but there are still potholes to be dealt with on the roads.

With regard to Chirk Court Cllr Roberts said the situation is promising.

In answer to a question about City status Cllr Roberts said he thought the identity of CITY was the main benefit that would bring more recognition to the area and hopefully more industry and commerce.

 

  1. 108.CITIZEN OF THE YEAR AWARD. 

The Clerk informed members that today was the last day for the receipt of nominations.  The Council agreed that the Finance Committee receive and consider the nominations and rep[ort back to the Council with there recommendation for the award.

 

 

  1. 109.APPEALS FOR FINANCIAL ASSISTANCE. 

The following appeals were considered and dealt with as follows: -

St Christopher’s School Wrexham - £200.00.

Jac Hughes – lie on the table;

Royal National Institute of the Blind – lie on the table;

Crossroads, Wrexham - £50.00.

 

  1. 110.CORRESPONDENCE. 

The Clerk reported receipt of the under-mentioned correspondence that was considered and dealt with:

    1. a.Letter from the Community Development Manager with information newsletter giving details of what will be going on during the first quarter of Wrexham’s Year of Culture. Also information about Street Parties organising in view of the forthcoming Royal Wedding. Noted. 

    2. b.Severn/Dee Newsletter of the Shrewsbury/Chester Rail User’s Ass.  Noted. 

    3. c.AVOW Newsletters – “Carers Issues” and “Health, Social Care and Well-being Issues”.  Noted. 

    4. d.Pontcysyllte Aqueduct & Canal World heritage Site Draft Tourism Development Plan.  Noted. 

    5. e.Letter from the Chief Leisure, Libraries and Culture Officer informing the Council and the public that the authority has agreed to consult with residents to gauge their support or otherwise for Wrexham to submit a bid for Wrexham to be granted City Status with leaflets and paper survey forms available at Leisure Centre, Libraries and Housing Estate Offices or reply online using the website address www.wrexham.gov.uk/citystatus.  Noted. 

    6. f.Letter from One Voice Wales requesting volunteers to help with dealing with consultations that are received and need to be dealt with.  Noted. 

    7. g.Letter from the Keith Davies, Head Environmental Policy Group, Countryside Council for Wales advising that CCW decided to progress to consult on a proposed Clwydian Range and Dee Valley Area of Outstanding Natural Beauty (designation) Order 2011. The proposed Order will be available for public inspection and representations or comments or objections can be made in writing to CCW until 22nd March 2011.  Noted. 

      Also, CCW has decided to undertake further detailed work to consider the appropriateness of designating and    

       managing parts of the Ceiriog Valley and Y Berwyn as a potential AONB.  Also noted.

 

  1. 111.PLANNING MATTERS. 

P/2011/0057 Demolition of existing industrial units and erection of warehouse and Offices linked to existing  

factory – Burbidges, Canalwood Industrial Estate, Chirk.

The Council has No Objection to the application.

P/2011/0118 Single Storey Bedroom and Shower extension – 15 Princess Avenue, Chirk.

The Council has No Objection to the application.

P/2011/0127 Variation of Condition 5 of planning permission to allow opening on all Bank Holidays (excluding Christmas Day, Boxing Day and New Years Day) and to extend hours of opening for the 3 Saturdays after Christmas for a period of 18 months – Penybont Waste Disposal Site.

The Council has No Objection to the application.

 

The Clerk reported receipt of the following Certificate of Decision from the Chief Planning Officer for information: -

P/2010/0925 Permission granted for an extension to existing shop/dairy at Black Park, Chirk.

P/2010/0983 Permission granted for two storey extension – Rock View, Green Lane, Halton.

P/2010/0930 Permission granted for a swimming pool enclosure – Tan y Coed, Chirk.

P/2010/1002 Permission granted for Change of Use and Extension to former Chapel – Former Black Park

Methodist Chapel, Chirk.

 

The Clerk reported receipt of the Chief Planning Officer’s report with regard to the application in connection with the proposed Welsh Dragon at Chirk Park, Chirk.  This was noted.

 

112.. ACCOUNTS.

      A list of invoices and payments amounting to £6167.37 were given to the Council and were passed for payment.
