MINUTES OF THE ORDINARY COUNCIL MEETING HELD 28th September 2011 Present Mrs J Allen (Chairman), Mr B Evans, Mrs H J Spragg; Mrs B Humphreys, Mrs C Gough; Mr R Jones, Mr D Richards, Mr N James, Mr D Evans, Mr J Vant, Mr J E Pierce; Mr R Smith. Mr S A Hughes, Clerk to the Council.
Apologies Apologies for absence were received from Cllrs Mrs H Pepler, Mr F Hemmings, Mr T Evans and Mr I Roberts.
43. MINUTES. The minutes of the Council meetings held the 27th July 2011 were confirmed as a correct record.
44. MATTER ARISING. 29. A5/A483 Chirk and Newbridge By Pass Roads. The Clerk informed the Council that he had written to the Wales Transport department but had not received a reply. 36. Northern Marches Cymru. The Clerk informed members that Mrs Jackie Allen had been nominated for the community sector by One Voice Wales. The results of the poll are yet to be received. 38. North Wales Community Hospital Group. The Clerk confirmed that he had put Cllr Hilary Peplers name to represent the Council on the Group if and when formed.
45. NEIGHBOURHOOD POLICING. The Chairman welcomed PCSO Stephen Griffiths to the meeting and he gave details of crimes reported since the last meeting as follows: - August - Violent assault 3 ( 2 persons detained). Shed Burglary 2; Arson 1; Criminal damage 1 (3 persons detained); Theft 4; Anti-Social Behaviour 4. September Violence against person 1; Burglary dwelling 0 Burglary other than dwelling 5; Theft and Handling 4; Theft from vehilcle 2; Criminal damage 4. (Of the 14 crimes 4 were detected. The 5 burgalaries occurred during one night). Youth Anti Social behaviour 4. PCSO Griffiths mentioned that a person had been arrested for the theft of lead. The lead had not been recovered and the Environment Agency is involved. He mentioned Neighbourhood base is on-line; action plans with special attention to Millennium Gardens and Road safety issues. It was pointed out to the officer that parking of vehicles along Church Street, on both sides, were still causing danger. The officer said that the traffic wardens do visit the area but he would take note and contact them.
46. REPORTS COUNCIL REPRESENTATIVES. · Glyn Valley Tramway Trust. Cllr Mrs Jackie Allen reported that the Trust were finalising detail for their Planning Application to proceed. · Ceiriog Junior and Chirk Infants Schools Governors Meeting. Cllr Raymond Smith said he had attended a meeting of the Schools Governors and Cllr Dewi Evans said that the majority of the governors of Ceiriog Junior School had agreed on the amalgamation of the two schools. He had also had a meeting with Cllr Hemmings Chairman of the Chirk Infants School Governors and there were issues to be clarified including the appointment of (shadow) governing body and the appointment of a headteacher.
46. REMEMBRANCE SUNDAY. Following discussion members agreed to follow the procedure as in recent years and with a parade and service at the Cenotaph.
47. WREXHAM DIGNITY IN CARE CHARTER. The Clerk referred to the information from Wrexham CBC that members had received giving information on the various heading in the Charter and what one should do and think about in observing the dignity of the person Respect, Choice and Dignity Do as you would be done by. The Charter and information were noted.
48. CHIRK HOSPITAL MINOR INJURIES UNIT. The Chairman, Cllr Mrs Jackie Allen informed the meeting that she had heard that because of lower number of cases being treated at the hospital the Betsi Cadwaladr Hospital Board could consider closing the unit. Mrs Allen said the unit needed to be publicised more so that local people are informed so as to make use of the service. Mrs Allen drew attention to the poor direction signage to the hospital on the main road and recommended that a new sign that not only gave directions to the hospital but also included the Minor Injuries Unit facility. In the ensuing discussion members agreed that the service must be kept at the hospital as it serves not only Chirk but adjoining communities including the Ceiriog Valley and is also is a service to the large numbers of visitors/tourists to the area. A new sign is essential. It was decided to write to the Highways Officer, Wrexham CBC asking for a new sign to be erected and to ask the Betsi Cadwaladr Hospital Board for information about the opening hours of the Minor Injuries Unit.
49. ONE VOICE WALES. The Clerk referred to the agenda for the forthcoming annual conference that members had received. The motion items were discussed and Cllr Mrs Jackie Allen, Chairman and representative who will be attending the conference noted the views of the Council for her to support. The Clerk also reported receipt of information from One Voice Wales about Councillors Training and the appointment of a Training Champion for the Council. The information was noted and it was decided not to go ahead at this time with an appointment. Members also noted that there was only one training session in the Wrexham/Flint areas and the Clerk said this had been cancelled.
50. APPEALS. Appeals for financial aid were received and dealt with as follow: - Chirk Youth Football Club agreed donation of £500.00. Victim Support Wrexham agreed to let matter lie on the table. Wrexham & District Phab Club agreed to obtain further information. St John - Wrexham agreed to let matter lie on the table. Urdd Gobaith Cymru agreed donation of £100.00.
51. CARRIER BAG CHARGE. The Clerk referred to the Carrier Bag Charge that was about to be introduced throughout Wales. He pointed out that there were exceptions to the charges. This information was noted.
52. MAYOR OF WREXHAMS CHARITY DINNER. The Clerk reported receipt of an invitation for the Chairman to attend the function and to represent the Council. This was agreed.
53. CORRESPONDENCE. The Clerk reported receipt of the under-mentioned correspondence that was considered and dealt with: a. Chirk and the Ceiriog Valley Partnership notice of meeting and agenda. Noted. b. AVOW News autumn issue. Noted. c. AVOW Wrexham Carers Service Summer Newsletter. Noted. d. Nightingale House September Newsletter. Noted. e. CountyBorough of Wrexham (WrexhamTown Centre)(Off Street Parking Places) Order 2011. Noted. f. Letter from the Environment and Project Development Department, Wrexham CBC with an invite to members to attend the Wrexham in Bloom and Best Community Award Thank You Event. Noted.
54. PLANNING MATTERS. Report of Plans Committee. 1. Applications for Planning Permission dealt with by the Clerk. The following application was received and dealt with as follows: - P/0557 Listed Building Consent for the Repair of Windows at Brynkinalt Hall, Chirk. No objection.
1. Planning Applications. The Clerk reported receipt of the following applications for planning permission received from the Chief Planning Officer in accordance with the consultation procedures as follows: - P/2011/0628 Erection of Orangery/conservatory 4 Pentre Barns, Pentre Farm, Chirk. No Objection P/2011/0629 Listed Building Consent for Removal of Internal Lobby 5 Hand Terrace, Chirk. No objection P/2011/0635 Removal of Hedgerow South of Chirk Hospital, Chirk. No objection provided the hedge is not an ancient hedge.
2. Certificates of Decision. The following Certificate of Decision has been received form the Chief Planning Officer for information: - P/2011/0518 Permission granted for a Single Storey Extension Pentre School, Pentre, Chirk. (Note-this permission does not include for the formation of any new accesses on to the highway). Noted.
55. PLANNING MATTERS (cont).
3. Chief Planning Officers Reports. The Chief Planning Officer has sent a copy of his reports to the WCBC Planning Committee in relation to the following applications for planning permission. P/2011/0518 Permission granted for a Single Storey Extension and Formation of new Vehicular and Pedestrian Access Pentre School, Pentre, Chirk. The decision on the application is shown above but the planning officer had recommended permission is granted including the new access. Noted.
4. Wrexham County Borough Local Development Plan 2006/2021. Proposed changes (called Focused Changes) to the draft plan in respect of Alternative Sites have been made and further public consultation is taking place from 9th September to 21st October 2011. Noted.
5. Local Planning Guidance Notes. Guidance Note 13 deals with Housing in the Countryside and Guidance Note 16 deals with parking standards. Noted.
56. ACCOUNTS. a. Payments. A list of invoices and payments amounting to £7476.60 were given to the Council and were passed for payment. (see addendum).
b. HID Deposit Account. The Clerk informed members that the bond was due to mature. It was agreed to re-invest the same amount £50,000.00 in a 3 month bond with HSBC Bank.
